How can I check to see if I have set my ramp rate correctly for PCR1 and PCR2?

Perform a time test before adding your samples to the thermal cyclers.

For example, if you are setting your ramp rate to 0.28°C/second moving down from 95°C to 65°C in the Universal RNA Reagent Kit v2 (AK0040-8, AK0042-8), it should take about one minute and 47 seconds.

30°C ÷ 0.28°C/second = 107 seconds

Since the ramp rate is a MAXIMUM recommended ramp rate, if your thermal cycler takes 107 seconds or more to move down from 95°C to 65°C, then you have programmed your thermal cycler appropriately.
